This position requires familiarity with the terminology of the office unit. The General Clerk selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals. The clerical steps often vary in type or sequence, depending on the task. Recognized problems are referred to others.

Primary Duties

The requirements listed below are representative of the knowledge, skills, and abilities required. These duties and responsibilities will be rated on the Annual Performance Review. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  

  • Responsible to cross train in all other areas under the contract to act as a back-up supporting staffing shortages or special projects.
  • Conduct effective briefings on basic HR topics, accessing basic HR automated systems, reviewing documents for completeness and accuracy, identifying and resolving discrepancies, and providing timely and courteous customer service.
  • Effectively handle routine customer inquiries via telephone and email, refer customers to the appropriate work center, coordinate with supported unit administrative personnel, conduct Soldier interviews, in-process and out-process Soldiers using a standard checklist, access standard automated systems such as eMILPO, TOPMIS II, iPERMS, EDAS, INPROC/OUTPROC, TRANSPROC III, update emergency casualty documents and enlisted/officer data elements, scan and transmit document images for electronic filing, perform DEERS administration and issuance.
  • Perform as an effective HR specialist within the confines of military HR work centers that include Confidential Personnel Records, Information Systems and Automation Support, In & Out Processing, DEERS/Identification Card Management, Soldier Readiness Processing, Soldier Actions, Promotion Processing, Reassignment Processing, Trainee/Student Personnel Actions, Casualty and Line of Duty Management, Strength Management, Administrative Services (including Official Mail and Distribution), Transition Processing, Retirement Services.
  • Follow clearly detailed procedures in performing simple, repetitive tasks in a sequential manner.


Additional Responsibilities

  • Collect workload and performance information using established quality control metrics within the HR work center.
  • Review all documents for completeness and accuracy, identifying and resolving discrepancies, and providing timely and courteous customer service.
  • Screen reassignment rosters and processes military personnel for reassignment.
  • Prepare separation documentation, handles official mail, and maintains local administrative files.

Requirements

Qualifications: Education, Experience, and Certification(s)

  • High school diploma or general equivalency diploma required
  • Must have 1-2 years of experience in Military Human Resources services and Office Administration.
  • Must be able to pass and obtain a government DOD personnel security clearance.


Knowledge, Skills, and Abilities

  • Possess proficiency and knowledge across a variety of military human resources (HR) functional areas.
  • Must have basic knowledge and experience with the health insurance portability and accountability acc (HIPAA) Law Requirements.
  • Must have knowledge of military related abbreviations and acronyms.
  • Must possess basic knowledge of related HQDA governing directives, HR personnel policies, and installation-level operating procedures.
  • Must possess effective customer service skills; ability to participate in and respond effectively to sensitive inquiries, negotiations, complaints, and team activities.
  • Must have experience with any Human Resources Information Systems HRIS. Must have effective organizational skills, administration, attention to detail and communication skills both verbal and written.
  • Knowledge of eMILPO, iPERMS, EDAS, ATRRS and/or DEERS is a plus.
  • Requires personal computer (PC) knowledge leading to proficiency in various software and/or spreadsheet operations.
  • Must be familiar with MS Office (Word, Excel and Access).
  • Must be customer service oriented.
  • Must be able to organize/monitor/distribute information to the customer independently.
  • Must have the ability to speak before large groups of customers.
