Essential Functions:

Recruitment (60%)

1. Assist with analyzing wage and salary reports and data to determine competitive compensation plan

2. Acts as liaison between company, hiring manager and candidates

3. Manages all full cycle recruiting duties, included but not limited to:

Create or edit job descriptions, post jobs, screens resumes, initial interview of candidates, recommend candidates for interview with hiring manager and coordinate schedules, administers reference/background checks, delivers employment offers for both exempt and nonexempt position openings within an appropriate time period

4. Partners with hiring manager to determine staffing needs and position requirements

5. Ensures compliance with all federal/state laws and regulations, including affirmative action plan (AAP) compliance

6. Ensures all hiring activities are adequately tracked and maintained for OFCCP compliance

7. Maintains application forms, resumes and interview documentation for all candidates

8. Uses traditional and nontraditional resources, such as career fairs, online job fairs, community network events, job boards, social media, etc., to identify and attract quality candidates

9. Follows up with candidates and hiring managers to obtain feedback regarding recruiting processes

10. Develops and maintains an excellent relationship with internal and external clients to ensure achievement of staffing goals

11. Partners with Payroll to ensure a smooth transition for onboarding

Generalist (10%)

1. Assists with administering performance review program to ensure effectiveness, compliance, and equity within organization

2. Assists with maintaining employee benefit programs and processes bills as needed

3. Assists with quarterly benefit audits

4. Assists as needed with new hire orientation

5. Assists with filing of worker's compensation claims, acts as liaison between the carrier and employee

6. Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; assists in conducting investigations, maintains records

FSO (30%)

1. Process Security Clearances initial, periodic reinvestigations, transfers, upgrades, downgrades; ensure necessary paperwork is completed

2. Prepare Visit Requests and Facility access

3. Prepare and maintain SOPs

4. Conduct Initial Briefings/De-briefings

5. Ensure compliance with DCSA regulations & NISPOM

6. Assist with preparation of Security Audits / Assessments

7. Security Reporting / Assist with Investigations

8. Review, update, and maintain security personnel files

9. Familiar with all applicable Facility security administrative paperwork and processes

10. Must be able to use JPAS / DISS / NISS, and other DCSA-related programs

11. Assist in Serving in an advisory capacity

12. Responsible for maintaining a high level of professionalism with clients, vendors and colleagues; works to establish a positive working relationship

13. Provides timely and completed documentation of work performed

14. Operates vehicles and other equipment safely; adheres to safety protocols; reports hazards and risks; behavior contributes to a safe and secure working environment

Required Education and Experience:

1. Bachelor's degree or equivalent in Human Resources, Business, or Organization Development

2. 2+ years' Recruitment experience

3. 2+ years' FSO experience

4. FSO Certification for non-possessing facility

5. Top Secret clearance eligibility

Preferred Education and Experience:

1. Top Secret Clearance
