Qualifications

Required Skills:
  • 10-12 years of experience with emergency management and both a B.S. degree and MS degree. Additional years of related experience can substitute for degree requirements.
  • Demonstrate strong experience writing Business Impact Analysis (BIA)
  • Working knowledge and awareness of Federal laws and regulations governing disaster recovery along with business continuity. Demonstrates understanding of the various technologies used, the information system architectures, and how they support CBP business functions.
  • Specific knowledge of Facility Emergency Management functions and emergency response roles
  • Specific knowledge of Continuity of Operations Program (COOP) policies and procedures
  • Specific knowledge of Emergency Action Plan (EAP) policies and procedures
  • Specific knowledge of Recovery and Reconstitution planning
  • Specific knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) guiding principles for exercise programs, as well as a common approach to exercise program management, design and development, conduct, evaluation, and improvement planning
  • Specific knowledge of Emergency Notification and Readiness Plans and Procedures. * General knowledge of National Incident Management System (NIMS) procedures, especially Incident Command System (ICS) command and general staff functions and emergency response roles
  • Specific knowledge of techniques used in collecting, analyzing, prioritizing, and summarizing open source and classified information
  • Ability to communicate effectively orally and in writing
  • Ability to compile and write grammatically competent and accurate reports in compliance with established format, and with attention to detail
  • Ability to follow written and verbal direction
  • Proficiency in the use of computers and software packages that include the MS Office suite which include MS Word, Excel, PowerPoint, SharePoint, Project, ICloud, and other software programs associated with developing business processes
  • Experience with supporting emergency management programs for federal clients
  • Knowledge of emergency management governance, policy, strategic planning, or strategic communications


Preferred Skills:
  • Certified Federal Emergency Management, Certified Federal Emergency Management Agency Incident Command Systems Instructor, Homeland Security Exercise & Evaluation Program (HSEEP) Certification, or Federal Emergency Management Agency Master Exercise Practitioner (MEP)

Clearance Requirements:
  • US Citizenship
  • Top Secret DoD clearance required

Responsibilities

Peraton is seeking to identify highly motivated and qualifiedindividual for a future opportunity as an Incident and Emergency Management Specialist.

Peraton is providing engineering, management, and operational support services to the U.S. Customs and Border Protection on a Data Center Support Services (DCSS) contract supporting the (CBP) Enterprise Directorate Management & Engineering (EDME) Division. EDME provides innovative Information Technology (IT) services and solutions. Peraton performs technical support services for CBP in the following principle technical areas Business Continuity Planning, Middleware Infrastructure Support, Windows Support Group, and Common Enterprise Technology Integration.

Responsibilities:

The successful candidate will have at least 10-12 years of experience within a high pressure Emergency Operation and Incident Command Center (ICC). The ICC monitors and coordinates emergency events that affect CBP facilities, operations or personnel (both pro- and re-active). Types of events include DHS designated National Special Security Events (NSSE), Special Event Assessment Rating (SEAR) events, significant weather events (major flooding, hurricanes, wildfires, etc..) and incidents such as chemical, biological, radiological and nuclear (CBRN) incidents.

Leads and supports activities that enable US Customs and Border Protection (CBP) to achieve mission assurance by preparing for, preventing, mitigating, responding to and recovering from emergencies. Acts as senior project manager for all business continuity exercises and events at the national level. Applies advanced consulting skills or extensive technical expertise with full industry knowledge. Develops innovative solutions to complex problems. Responsible for day-to-day monitoring of national emergencies and distribution of situation reports regarding need to evacuate personnel and/or shutdown facilities. Implements procedures to ensure business operations continue to function through disruptive incidents affecting the agency. Manages the business continuity function including contingency and disaster recovery functions, with oversight of associated staff. Provides management of an alternate operating facility including its activation during test events and emergencies. Works without considerable direction.

Serves as an emergency/incident management subject matter expert in the development, revision, and publishing of emergency management plans, policies, procedures, exercises and drills. Supports the live business continuity testing and other ad hoc high visibility government events, such as the Presidential State of the Union Address and Inauguration. General responsibilities include:

  • Assists government with administration of programs to include policies, standards, guidelines, training programs, and a viable quality assurance process for disaster recovery.
  • Involved in coordination of testing and implementation of software, data systems, and data networks to ensure the integrity and security of all electronic data and data systems, during exercises or active events
  • Monitors simulation testing across major platforms
  • Updates Incident Management related documents
  • Assists Continuity of Operations (COOP)/Disaster Recovery (DR) team with Tabletop (TTX) and other exercises (Management briefings, Devolution, Reconstitution)
  • Point of Contact (POC) for WebEOC, AtHoc and eGIS support and team training
  • Monitor weather events, natural disasters, chemical, biological, radiological, nuclear incidents and civil disturbances and distribute situation reports, as appropriate
  • Monitor Web Emergency Operations Center (WebEOC) re: taskings, significant events, documents to be sent to BCP team and/or filed
