Responsibilities

The United States Southern Command (USSOUTHCOM) is one of 11 Unified Combatant Commands (CCMDs) in the United States (U.S.) Department of Defense (DoD). USSOUTHCOMs Area of Responsibility (AOR) includes Central America, South America, and the Caribbean. USSOUTHCOM is responsible for providing contingency planning, operations, and security cooperation for the AOR and its territorial waters and Force Protection (FP) of U.S. military resources at these locations. USSOUTHCOM is also responsible for ensuring the defense of the Panama Canal and the canal area.

USSOUTHCOM has a requirement for rapid reaction to special mission projects across multiple disciplines. These projects are designed to mitigate asymmetric threats to tactical elements deployed in various AORs and build capacity among partner nations in furtherance of these mitigation efforts. These projects develop, integrate, and provide the operation of mission systems used for information collection that detect, identify, assess, exploit, or neutralize threats to the U.S. and its interests. Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) is often referred to as the collective whole, but the capabilities are distinct and each fulfills a different purpose in support of the overall mission.

Requirements & Collection Management Lead (SME) - Is charged with working with the project stakeholders and end users to elicit, understand, analyze, and document the requirements for a system in order to solve a given business problem. The Requirements Engineer will document, analyze and review software requirements for a large software development team responsible for development, test, installation, customer interface and O&M activities for several applications supporting the classification of data and documents. Will be responsible for interfacing with multiple stakeholders to assess and understand the requirements to ensure that user stories are consistent and applicable across all products. Is responsible for overseeing functional and non-functional requirements for multiple products within the project team. The Requirements Engineers primary duties include managing and verifying requirements; capturing detailed descriptions of user needs and product functionality; and ensuring the project team has clear, consistent and testable requirements documented in user stories and completion criteria. The Requirements Engineer will also reconcile conflicts; decompose high-level information into the appropriate level of detail for team members; and participate in peer reviews of requirements documentation.


Qualifications

Required Qualifications:

  1. Active Top Secret clearance with Sensitive compartment Information eligibility.
  2. Bachelor's (or equivalent) with 17+ years of experience or a Master's with 14+ years of At least 6 years in a management capacity.
  3. A minimum of ten years of experience planning, directing, coordinating, managing ISR airborne platforms and or sensors and integration of sensors on ISR platforms.
  4. Five or more years effectively managing prototyping and integration of new technologies for manned and unmanned ISR systems
