Sr Buyer, Purchasing - District Office

Essential Job Functions:
  • Reviews complex requisitions from departments for compliance with procurement laws, regulations, policies and procedures; processes compliant requisitions into purchase orders in timely manner; evaluates and implements proper procurement methods when requisitions are out of compliance.
  • Provides daily guidance and direction in accordance with public procurement standards to client departments regarding solicitation specifications and requirements, legal provisions, and ethical issues. Responsible for procurement analysis, financial processes, and interpretation and compliance with laws, policies, codes, and regulations pertaining to purchasing.
  • Prepares and facilitates the processes for complex invitations for bids (IFB), requests for proposals (RFP), requests for qualifications (RFQ), and requests for quotes to promote open, fair, and competitive selection processes; ensures documentation contains appropriate and accurate terms and conditions to minimize exposure to legal risks; develops and writes moderate to highly technical specifications, scopes of work, special requirements, vendor qualification criteria, and pricing structures for solicitations; chairs and facilitates evaluation committee sessions to ensure fairness; submits procurement recommendations in the form of agenda items for approval of the Board of Trustees.
  • Evaluates inter-local and cooperative agreements for cost, service, quality and suitability in order to obtain best value. Reviews requests for non-competitive sole source purchases and recommends specification changes to eliminate all artificial barriers that may limit or reduce competition.
  • Provides procurement technical expertise for complex projects and programs, including but not limited to IT and professional services.
  • Manages the overall vendor relationship and monitors vendor performance as it relates to compliance with procurement laws, policies, procedures, and contractual terms and conditions; negotiates and resolves conflicts concerning materials, service and contractual warranty concerns at the department and vendor levels and recommends appropriate corrective actions within legal parameters of contractual provisions as necessary.
  • Reviews and prepares complex legal contract documents and amendments as needed for statements of work, pricing changes, change orders, additional services, contract extensions, and term renewals; maintains departmental digital and hard copy files pertaining to solicitations, contracts, quotes, sole source purchases, and others in compliance with record retention laws, Open Records laws, and Board approval requirements.
  • Collaborate with clients and technical experts to evaluate and analyze complex price proposals, negotiate contract terms; including scope of work, price, terms and conditions and perform cost and value analysis to determine the best value and make recommendations for presentation to the Board of Trustees.

Additional Job Functions:
  • Queries reports for requisition and purchase order status and monitor compliance with procurement thresholds.
  • Ensure purchases using federal funds are in accordance with all EDGAR standards.
  • Other duties as assigned

Required Education:
  • Bachelor's degree


Preferred Education:
  • Business-related degree


Required Experience:
  • Three years of progressively responsible purchasing experience


Preferred Experience:
  • Two years in a public procurement environment.
  • Banner experience.
  • Higher education work experience.


Preferred Licenses/Certifications:
  • A nationally-recognized or Texas procurement certification.

Salary Grade: 25
